asked the Secretary of State for Social Services how many people he estimates are over the age of retirement who are handicapped and unable to obtain a mobility allowance.

I take it that the hon. Member has in mind those men over 65 and women over 60 who would be likely to satisfy the medical criteria for mobility allowance and would be excluded only on age grounds. The best estimate we can make is 500,000.
