§ Mr. Charles R. MorrisIn matters of selection, the Civil Service Commissioners act as independent office holders, appointed by Order in Council. In matters of recruitment policy, they act as senior officials of the Civil Service Department and, as such, are responsible to the Ministers of this Department.
