asked the Secretary of State for Transport what communications he has had with chief constables about motor cycle headlamps being illuminated in daylight.

None. Headlamps should always be used in poor visibility, and they may be used at other times. The Transport and Road Research Laboratory is carrying out research into the effective-ness of the use of headlamps as a means of increasing the conspicuity of motor cycles.
