Mr. David Young

asked the Secretary of State for Transport whether the processing of licences of disabled drivers can be speeded up by the Swansea centre in view of mental concern months without a licence can engender in people already suffering physical handicap.

I regret not. It is a fact of life that the issue and renewal of driving licences to disabled drivers which involve medical inquiries are bound to take longer than cases which do not involve such inquiries.

Mr. David Young

asked the Secretary of State for Transport what was the average time taken for the issue of a drivers' licence from the time of receipt to the time of dispatch of a disabled driver's licence (a) before issue was transferred to Swansea and (b) in each year since issue was transferred.
