asked the Secretary of State for Scotland what consideration he is giving to the high refusal rate by building societies in Scotland of house mortgages to applicants referred to the societies by district housing authorities.

A close watch has been maintained over the Special Building Society Scheme since its inception and progress is regularly reviewed. The operation of the scheme was disappointing initially but has steadily improved as a result of increased understanding and co-operation between local authorities and building societies operating in their area. Not all authorities have experienced a high refusal rate. There are indications that with increasing publicity more potential borrowers in this field are approaching building societies direct.
