Mr. Morgan

asked the Secretary of State for Wales (1) in what publications his Department advertised for tenders for the contract to improve the A.55 trunk road to the east of Abergele, Clwyd;

(2) whether he will take steps to ensure that invitations to tender for roadwork contracts in North Wales are advertised in the local Press;

(3) whether, in view of the current shortage of construction work in North Wales, he will reopen the tender list for the contract to improve the A.55 trunk road to the east of Abergele, Clwyd.

It is not the Department's policy to seek tenders for highway construction work by open invitation in the Press. In accordance with the Directives of the European Economic Community, the scheme was advertised in the Official Journal of the Communities. This procedure forms part of the Department's normal selective tendering procedures involving the invitation of tenders from selected local and national firms of known competence and standing which have

Information regarding number of persons dependent on supplementary benefit is not available for the years 1948–50 and 1966, nor yet, in relation to the unemployed, for 1976.
Persons receiving widows pension are included amongst "others under pension age" up to 1966 even though they may have exceeded it.

Mrs. Wise

asked the Secretary of State for Social Services how many applicants would be entitled to long-term addition to supplementary benefit if the qualifying time were reduced from two years to

previously confirmed their wish to tender. I am satisfied that the procedures have been correctly carried out in this case and I would not be justified in reopening the tender list.
