§ Dr. John A. CunninghamThe Domestic Coal Consumers' Council has expressed disappointment that the electricity scheme is not to be extended to other fuels. The Government have considered the position of poorer consumers of the various fuels. We have decided that the limited help we are able to give should be used for an electricity discount scheme. Electricity is used by virtually everybody, and many households are now all-electric. Electricity prices have suffered particularly in recent years from rising fuel costs. An electricity scheme will, therefore, ensure that the help goes to as many as possible of the recipients of supplementary benefit and family income supplement and will be of particular assistance to those with the highest bills. Details of the scheme will be announced in good time for claims to be made.
