asked the Minister of Agriculture Fisheries and Food when he expects to announce progress on his inquiry on the problem of public footpaths and agriculture.

I assume my hon. Friend is referring to the Report on Bulls and Public Footpaths by the Advisory Council for Agriculture and Horticulture in England and Wales, copies of which are available in the Library of the House.

One of the key elements in the council's package of recommendations is the temporary diversion of footpaths which would require legislation, and parliamentary time has yet to be found for this.
