Mr. Cledwyn Hughes

asked the Minister of Agriculture, Fisheries and Food what plans there are to implement the proposal in "Our Changing Democracy: Devolution to Scotland and Wales", Command Paper No. 6348, to decentralise agricultural and fisheries functions in Wales.

With the approval of my right hon. Friend the Prime Minister a transfer of functions order will be made under the Ministers of the Crown Act 1975 to give my right hon. and learned Friend the Secretary of State for Wales powers in relation to agriculture and fisheries in Wales similar to those currently exercised in Scotland by my right hon. Friend the Secretary of State for Scotland. It is intended that the order shall come into operation on 1st April 1978.

Arrangements will be made to preserve the advantages to farmers and growers of a unified Agricultural Development and Advisory Service for England and Wales.
