§ Mr. HoramNo. The Department carried out a noise survey on the North Circular Road in the Neasden Lane underpass area in 1974 and again more recently. The houses eligible for insulation in accordance with the Noise Insulation Regulations 1973–1975 have been identified by the publication of maps. Eligibility is not determined by an average noise level.
