asked the Secretary of State for Transport if, in view of the changing pattern of traffic on the North Circular Road in the holiday period, he will now take decibel readings outside the houses fronting the road in the vicinity of the Neasden Lane underpass; what average reading is sufficient to warrant noise insulation; and if he will make a statement.

No. The Department carried out a noise survey on the North Circular Road in the Neasden Lane underpass area in 1974 and again more recently. The houses eligible for insulation in accordance with the Noise Insulation Regulations 1973–1975 have been identified by the publication of maps. Eligibility is not determined by an average noise level.
