Mr. George Cunningham

asked the Prime Minister whether there is any rule or practice governing which Minister in a Department replies to letters from Members of Parliament according to whether or not the Member is a Privy Councillor

There is no general rule governing these matters, though I understand that some Ministers in charge of Departments adopt the practice that they themselves will usually reply to letters from hon. Members who are fellow Privy Councillors.
