Mr. Madel

asked the Secretary of State for the Environment if he will list the statutory provisions which enable a county council to seek planning permission for the construction and financing of a hostel for mentally-ill adults.

Mr. Guy Barnett:

The Town and Country Planning General Regulations 1976 set out how local authorities may secure deemed planning permission for development they wish to carry out on land withint their area. The financing of council hostels for the mentally ill is the responsibility of my right hon. Friend the Secretary of State for Social Services.
