Mr. Monro

asked the Secretary of State for Scotland what steps he is taking to ensure that the Environmental Safety Group at the Harwell Nuclear Laboratory will not commence test borings for a suitable site for nuclear waste without his full planning approval and that of any regional council affected.

Mr. McElhone

It is the responsibility of the appropriate district or general planning authority to determine initially whether planning permission is required for operations such as test borings. If planning permission is refused, or if there is a dispute as to whether it is necessary, there is a right of appeal to my right hon. Friend the Secretary of State.
