asked the Secretary of State for Prices and Consumer Protection when the proposed regulations relating to the safety of oil heaters will be made; and whether they will apply to second-hand heaters.

The Oil Heaters (Safety) Regulations 1977 which were laid before Parliament yesterday will, on coming into operation, replace the Oil Heaters Regulations 1962 as amended and impose revised safety requirements for domestic unflued oil heaters, based on the provisions of British Standard 3300:1974. The regulations, which have been made under the Consumer Protection Act 1961, come into operation on 1st April this year for manufacturers and importers and on 1st September this year for retailers and wholesalers. As in the case of the existing regulations, they apply to secondhand as well as new appliances.
