Mr. Pardoe

asked the Secretary of State for Transport what criteria led to his decision to allow a 16-year-old to drive a motor cycle and a 17-year-old to drive a tractor.

Mr. Horam

A 16-year-old may hold a licence to ride a moped, but not a motor cycle. If he has passed a driving test he may also drive a tractor on the public highway. The minimum age for holding a licence to ride a motor cycle is 17 years.
