Friend has asked boards of governors to consult his Department before entering into any commitment following the agreement on redundancy—which is not binding on these boards—negotiated by the National Joint Committee for the Conditions of Service of Academic Staff of Colleges of Education in Scotland. This request is not inconsistent with the Government's employment protection policy.
