asked the Secretary of State for the Home Department whether he will ask those responsible to arrange a scheme whereby retirement pensioners can, on production of their pension order book, claim both for the non-expired portions of their television licences when they have to give up their televisions because of breakage or to save money.

No. The grounds on which refunds may be given must be limited if the licensing system is not to become unmanageably complicated and unduly expensive.
