asked the Minister for the Civil Service if he will give the numbers of those who served for not less than 10 years in the Armed Forces, Civil Service, local government, teachers, National Health Service, police and fire services, who (a) do not receive a pension, and (b) do not receive an indexed-linked pension.

I can only answer for the Civil Service. Since 1972 all who leave the Civil Service after five years' qualifying service under the principal Civil Service pension scheme are eligible to receive a pension on reaching the retiring age. All Civil Service pensions are index linked. No detailed information is available about the very considerable number of ex-civil servants who in the past served for not less than 10 years and left without entitlement to a pension.
