Mr. Mike Thomas

asked the Secretary of State for Energy what is his estimate of the likely reduction in fuel bills for those concerned and the number of jobs in insulation likely to be created if the £25 million allocated to help with electricity bills were used to improve the insulation of the homes of those eligible instead.

There are considerable problems involved in trying to quantify, in terms of reduced fuel bills, increased warmth in homes and additional employment—the benefits that could have been expected from such a redirection of this expenditure. I am, however, looking into the matter and will write to my hon. Friend if any estimates can be produced.
