Osbornasked the Secretary of State for Foreign and Commonwealth Affairs what steps as President in Council he will take to ensure that representatives and alternates from the nine EEC countries assigned to ministerial committees are listed, that adequate publicity is given about dates of all committees, and sub-committees, main items on the agenda before meetings and main conclusions and decisions after meetings; and whether he is satisfied with existing procedures.
§ Dr. OwenAgenda for Councils are published several days beforehand; a224W Press release states the main conclusions, and which Ministers attended. It is for each member State to decide on its representatives at Council meetings. It would be neither usual nor practical to publish agenda for the multitude of Council working group meetings, or to list the officials who attend. The work of these groups is entirely subject to the decisions of the Council itself.
