asked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on the present state of negotiations between the EEC and third countries on reciprocal fishing rights.

Negotiations between the Community and a number of third countries on framework fisheries agreements have begun, and are making good progress. Formal negotiations have not yet, however, begun with the Soviet Union, Poland and East Germany, though there have been a number of contacts. The Community has recently decided upon certain further measures, including licensing, to control fishing by these countries.
