Mr. Ryman

asked the Secretary of State for the Home Department what were the qualifications of Lord Shackleton which led to his being selected to conduct the review of anti-terrorism legislation.

Mr. Merlyn Rees

I decided that this review should be conducted by an independent person of high standing with experience of public affairs who is also a Privy Councillor.

Mr. Ryman

asked the Secretary of State for the Home Department what consideration was given to the possession of legal qualifications and experience in making the appointment of a person to conduct a review of anti-terrorism legislation.

Mr. Merlyn Rees

The review is concerned with general issues arising out of the operation of the Act and I therefore sought a person with wide experience, rather than a specific background in any one field. A person with only legal qualifications would not be suitable.
