asked the Secretary of State for the Environment what steps have been taken to study the problems of resource accounting, and what progress the Central Policy Review Staff has made in studying this question.

My Department's Systems Analysis Research Unit (SARU) has contributed substantially to the development of resource accounting methodology, and in particular, through participation in conferences of the International Federation of Institutes for Advanced Study, to the establishment of agreed conventions and definitions for analysis. Work has so far been concentrated mainly on energy accounting, and in particular on measurement of the resource costs of achieving improved insulation standards.

The Central Policy Review Staff has made no specific study of this subject.
