Mr. Jim Callaghanasked the Secretary of State for Social Services whether the effects of the EEC directive on cigarette taxation, including the decision of Messrs. Gallaher not to reduce the price of their plain cigarettes from 1st January 1978, are in accordance with Her Majesty's Government's policy of encouraging people to smoke low-tar cigarettes.
