asked the Secretary of State for Transport whether he has any plans to provide free public road transport for pensioners at off-peak periods of the day.

I am greatly in favour of schemes to enable pensioners and other appropriate groups to make best use of public transport. They are a local responsibility, but I shall shortly be advising authorities with modest schemes or no schemes at all how they can work towards fairer arrangements.
