asked the Secretary of State for Transport if he is satisfied with the progress being made by local authorities in implementing the provisions of the Heavy Commercial Vehicles Act 1973.

Yes. All counties fulfilled their statutory duty to publish at least one order by January 1977, and in no instance was an order unsatisfactory or subject to unreasonable delay. Information on orders issued subsequent to that date is currently being collected. In general we consider that the Act has had the enduring effect of making the control of heavy goods vehicles for amenity purposes an integral part of traffic management practice.
