Mr. Arthur Lewis

asked the Secretary of State for the Home Department, in view of his decision to allow an amnesty to all pre-1973 illegal immigrants on the ground that they may be blackmailed, when he expects to end all immigration thus preventing illegal immigration and blackmail.

The Government will stand by their commitments to the close dependants of people already settled here and to certain United Kingdom passport holders who have no other country to go to.
