asked the Secretary of State for Employment, further to his reply of 22nd November to the hon. Member for Bodmin (Mr. Hicks), Official Report, column 728–9, whether the proposals put forward by the Licensed Residential Eastablishment and Licensed Restaurant Wages Council in notice LR(54) for an increase in the minimum rates of pay exceed the Government's pay guidelines.

Yes, but, as I explained in that reply, it is not a breach of the guidelines to comply with a statutory obligation.
