§ Mr. GoldingI am informed by the Manpower Services Committee that TOPS course allowances were uprated from 17th November 1977 to correspond with increases in social security benefits, which are increased to keep in line with rises in prices and are not subject to the Government's pay policy. The basic training allowance—i.e., that of a single trainee aged 20 or over—increased by 14 per cent.
