asked the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the United States Government concerning the admission to the United States of Mrs. Lystra Downs, a British subject married to a United States of America service man.

As my hon. Friend will be aware from correspondence with my hon. Friend the Under-Secretary of State, the position under United States law is that any person with a conviction for the importation of cannabis is ineligible for United States immigrant status. I regret that representations to the United States Government would, therefore, have no effect. The only solution to this sad problem would be for a Private Bill, introduced by Mr. Downs's Congressman or Senator, to be passed through the United States Congress exempting Mrs. Downs from the law.
