§ Mr. Guy BarnettAll new town local authorities to which directions were given under Section 3(1) of the New Towns (Amendment) Act 1976 as to the preparation of a transfer scheme have been concerned about the arrangements for the payment of grant under Section 10 of the Act. Negotiations on the basis on which grant will be paid to alleviate any financial burden which might arise are taking place with the Associaiton of District Councils, and my right hon. Friend hopes that they will be satisfactorily concluded very shortly.
