§ Mr. Clinton DavisThe rules to apply to these flights are already discussed with a number of Governments, most frequently with other member States of the European Civil Aviation Conference (ECAC) and with the United States. Flights within Europe are mostly covered by the Multilateral Agreement between European States of 1956 or by ECAC recommendations, and on the North Atlantic by understandings with the United States and Canada.
