asked the Secretary of State for Employment, in view of the situation developing in Richmond and Barnes due to the the present dispute involving refuse collection, whether any approach has been made by the parties in the dispute to the Advisory, Conciliation and Arbitration Service; and if he will make a statement.

Yes, I have received a copy of the British Youth Council's report. It makes a number of wide-ranging proposals, the cost of which would be very difficult to estimate. Nevertheless I will give the recommendations every consideration. The Prime Minister and I will be meeting members of the working group later this month to discuss the report.
