asked the Secretary of State for the Home Department if he will take early action to avoid unnecessary conflict at carnivals being organised in the summer, particularly those being planned for areas with a high proportion of immigrants.

Arrangements for the supervision of events such as carnivals are matters for consultation between the organisers, the police and the local council. It is in the best interests of all concerned that those intending to organise carnivals come forward with their plans at an early stage so that appropriate arrangements can be made.
