asked the Secretary of State for Social Services what action he has taken to make known to potential beneficiaries that the invalid care allowance carries with it class 1 national insurance credits; and if he will make a statement.

This Question raises a very important point relating to the invalid care allowance (ICA). The combined leaflet and claim form (N1212) for ICA includes a paragraph that explains that class I credits are normally available for each week that the allowance is in payment. The leaflet explains that credits can help the beneficiary in the case of sickness or unemployment and with regard to retirement pension. I am seeking to stress the value of these credits in speeches, and in contacts with voluntary bodies in the disablement field. In addressing a recent national conference of the National Council for the Single Woman and her Dependants, held at the University of Manchester, I strongly emphasised the fact that the ICA carries with it class I national insurance credits. I have also sent a personal letter to all branch chairmen of the National Council asking them to do everything possible to publicise the benefits of this important new allowance.
