asked the Secretary of State for Scotland what evidence he has of delays in the payment of rates by householders, industry and commerce, respectively.

I have seen Press reports about the impact of the instalment system introduced under the Local Government (Scotland) Act 1975; but I have no evidence of delays in payment which are not of a minor, local and temporary nature.

asked the Secretary of State for Scotland what is the average domestic rate payment to be made by householders in 1976–77; and what were the comparable figures in each of the five previous years.

The average domestic rate payment in 1976–77 is estimated to be £123, or, excluding domestic water rate, £112. Comparable figures in each of the five previous years are:
