asked the Secretary of State for the Environment when he expects to receive the report of the working party investigating the question of direct building by local authorities; and whether he can give an assurance that no legislation on this subject will be considered, dratted or presented to Parliament until all concerned, including Members of the House, have had an opportunity to comment on the working party recommendations.

It will be some time before the departmental working party which is reviewing the organisation and operation of local authority direct labour organisations will complete its task. The legislation which is proposed to rationalise the framework within which local authorities run these organisations is not dependent on the outcome of that work.
