asked Her Majesty's Government:

Whether an "international nuclear transportation service"to handle nuclear materials is under discussion; if so, whether transport at sea is covered; and whether vessels transporting nuclear materials other than as part of the INTS will be deemed fit to engage in "innocent passage" or "free transit" through the territorial seas of States participating in the INTS.

Her Majesty's Government have no information about discussions on an "international nuclear transportation service", and have received no proposal that such discussions should be held. If such a proposal were to be made, it would be given the fullest consideration.
