Mr. Spriggs

asked the Secretary of State for the Home Department what is the policy of his Department towards accommodation of those people who are remanded in custody to await a further appearance before a court for trial, or for further remand in custody, with special reference to young people; and what he is doing to provide remand centres for those who have not been convicted.

Juveniles under 17 are only received in Prison Department establishments on remand if the court has certified that they are too unruly to be safely committed for the remand period to local authority care. It is Government policy to phase out these remands as and when the necessary additional accommodation within the local authority community
