asked Her Majesty's Government:

Whether any changes have been made in the procedures for the placing and authorising of contracts by local government and other public bodies in the light of the Reports of the Prime Minister's Committee on Local Government Rules of Conduct (Cmnd 5636) and the Report of the Royal Commission on Standards of Conduct in Public Life (Cmnd 6524).

My right honourable friend the Secretary of State for the Environment has recently issued the first instalment of a code of Procedures for Local Authority House-Building which consolidates and brings up to date previous advice on contract procedures. This does not represent any change from previous advice but is in accord with the recommendations of the Royal Commission on Standards of Conduct in Public Life. The Government are carefully considering these recommendations and further advice will be issued if this is found necessary.
