§ Mr. Hugh D. BrownThe three Scottish agricultural colleges, which are financed by Government grant, are independent organisations, each having its own governing body which employs its staff. The agricultural college staff are not civil servants, but with a few exceptions the pay and conditions of service of college staff are analogous to those of Civil Service grades.
