§ 17. Mr. Newensasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress towards self-government and independence in the New Hebrides following the recent by-elections.

Friend to the Anglo-French joint ministerial message of 29th June, published in theOfficial Report on 6th July, and to the joint communiqué issued after the ministerial talks on 6th and 7th October, published in the Official Report of 26th October, which outline the constitutional development envisaged.
