Why the encirclement of the Polish eagle with barbed wire, the emblem on the Katyn memorial, is regarded as derogatory to the Polish Government; and whether it is accepted that the fact that the United Kingdom has good relations with that Government does not imply that the Polish people enjoy the self-determination to which they are entitled.
§ Lord GORONWY-ROBERTSThe misrepresentation of any country's national emblem is likely to be regarded as being derogatory by the Government of the country concerned. In this case the memorial committee stated publicly that 171WA the symbolism was designed to represent the "continuing enslavement of the Polish people". No inference can be drawn regarding the enjoyment of self-determination by the Polish people from the fact that good relations exist between the United Kingdom and the Polish Government.
