§ Mr. Wallasked the Secretary of State for Foreign and Commonwealth Affairs if he will specify the new requirements of his Department before the Rhodesian authorities will be given a licence to advertise for medical staff and school teachers; and why these requirements have been imposed 11 years after UDI.
§ Mr. RowlandsLicences to advertise medical and educational posts in 97W Rhodesia continue to be issued under the normal criteria, but since 20th August advertisers have been required to include a warning drawing attention to the fact that the regime in Rhodesia is an illegal one that consular protection is not available and that adult European male residents are subject to call-up for compulsory military service. This additional requirement was introduced after careful consideration, in the light of the deteriorating security situation in Rhodesia, so that potential recruits for these jobs should be made fully aware of the risks they would run in taking up employment in Rhodesia.
§ Mr. Powellasked the Secretary of State for Foreign and Commonwealth Affairs whether he approves the terms of the reply sent on 11th October by Mr. J. J. Taylor of his Rhodesia Department to a correspondent whose name and address have been supplied to him.
§ Mr. RowlandsYes. The letter was in reply to one which, inter alia, queried the "legal basis" of Dr. Kissinger's inter-98W vention in the Rhodesia problem. It was merely pointing out that such intervention did not require a "legal basis".
