asked the Secretary of State for the Environment whether, in view of the assurance given on behalf of his Department to the annual conference of the Institute of Municipal Building Management that in future tendering for work the practices of local authority direct labour organisations would be brought more closely into line with those of private contractors, he will request the departmental working party reviewing the operation of local authority direct labour organisations to make recommendations as to how this can be achieved in practice before the introduction of any legislation in that field.

I have already asked the departmental working party to consider arrangements on charging, accounting and tendering in the light of the principles I propose to include in the main legislation.
