§ Mrs. Shirley WilliamsFour-fifths of the money spent on education in England and Wales is the responsibility of local authorities. A great deal can be done within the existing provision and, where necessary, by the adjustment of local priorities. I am naturally looking carefully at national priorities for expenditure on education.
