Mr. Speedasked the Secretary of State for the Environment if he will issue a circular to all local authorities encouraging them to adopt the financial and administrative procedures used by the Sefton Metropolitan District Council in building its Marshside housing project, approved by his Department.
§ Mr. FreesonCircular 24/75, issued on 25th March 1975, contained guidance for getting houses completed more quickly and it is for individual local authorities 241W to decide whether to adopt these procedures in particular instances.
