§ Lord WELLS-PESTELLThis was done in 1969, following an announcement by the Minister of Health in 1966, as one of a number of measures taken in consultation with the medical profession which were designed to promote the more effective use of consultant manpower and hospital beds. The practical difficulties of administering the control were also a factor in the decision.
