§ Mr. Charles R. MorrisMany civil servants have not received increments during the period of the policy for example because they had only just entered their grades or were on their scale maximum. Of those who did, the average increment in the main general service groups was about £100. These increments continue to be paid because they do not result in any increase in the overall wage bill.
