asked the Secretary of State for the Environment if he is satisfied that sufficient data are available to identify public and private buildings that have blue asbestos incorporated in their structure.

Blue asbestos was in use for many years and there is no record of the buildings in which it was incorporated. Available evidence suggests that dangers to building occupants arise only when the material becomes worn or damaged and is exposed to the air. The Health and Safety Executive is considering in close consultation with DOE officials what advice can be given to building owners.

asked the Secretary of State for the Environment if it is intended to introduce a licensing system for the disposal of asbestos waste; and, if so, what criteria will be imposed to qualify for a licence.

Yes, very shortly. The licensing system under the Control of Pollution Act will apply to sites where any controlled waste, including asbestos, is disposed of. The protection of water supplies and public health will be the main factors governing the issue of licences.
